Mansourian is a lucky guy.

He got to wail on the stealth NWP propane car storage and score some environmentalist and nanny brownie points and now he gets to delay the beginning of ops. My guess is around August.

But at some point the city and county fathers should threaten to withhold any more sales tax money if startup does not occur next year.
