Actually, they did run at the designed 80mph for some time in the longer stretches between stations. But not on the GG Bridge which was one of the design bogeys for the overturning issue. Later, top speeds dropped to 70 for energy and maintenance cost reasons, and because the speed difference made only a minor difference in travel times as BART evolved toward urban subway status.
