Pure PR and Bull$#it of the finest quality, including domumentation of several of the foreced assumptions that have not come to pass in the 20 years since Quentin's "visions", like the supposed shortfall in intrastate aviation capacity (one of my favorite transportation "crisis de jour" so fashionable back in the mid 90's, long before 9/11, long before telecommuting, and teleconferencing, that has actually decreased net trips since those days of yore......
No actual analsyis of the assumptions, or any of any alternatives, just we spent this much money and look we have a cool PR story, that includes an example of this firm to "humanize" and better "market" this kind of generic propoganda, complete with a random distribution of numbers here and there , that almost seems like real math, to the innumerate.
As to this spend it wastefully and it still employs folks and stimulates the economy.....what kind of drugs are you on? As an economist, I could also say that is even more likely, that if I spent all of this same amount, on unemployed youth to clear fire dangers and dead trees at $15 dollars an hour, that the multiplier from spending would be even higher, since you'd employ many more of those folks than higher skilled construction workers, and they'd spend more of it quicker......
We have billions of dollars of projects for increased safety, capacity, reliability, which could provide faster, better cheaper, rail passenger service to millions of Californian's that are still unfunded, seven years later, that are far more cost effective, and would have provided more jobs since many of those project which Arnold chose not to submit to FRA, were truly "shovel ready". So no, this line of PR Bull$#it does not impress me, one bit.
