In addition to the issue of geological conditions, there can be very significant costs to cut-and-cover operations if extensive underground utility relocation must be done. Boring tunnels below the underground utilities can save lots of money in this regard.
At the time of BART's construction, Market Street in downtown San Francisco had water, gas, sewer, steam, telephone, telegraph, and electrical (AC in several voltages, commercial DC, and MUNI DC feeder) installations to deal with. Some of them required extensive design work (such the sewers, which all operate by gravity flow), all of which cost time and lots money.
