It is my understanding that complete consolidation was largely done around most of the Subway boxes, when the LA MTA Red Line was built. Properly locating and dealing with it, has been, what is costly, since you cannot design any of that until you know what is there, what has to be updated and replaced, what has to be, or can be consolidated, and reconnected to where it's supposed to go, and staging these steps, in such manner that it does not disrupt those services to the businesses and/or residents affected.
This has been the biggest problem with the delays and rising costs for for the Downtown LA subway LRT connector station boxes. This has been another adventure in some of the oldest parts of the City, where there has been one interesting new find after another, of stuff that they didn't really know was there. This has resulted one more change order after another, and wait, hold up, until we can get you a new design for that change......herky jerky budget and schedule busters, that make some of this kind of large public works so much fun......
MTA staff that built the orignal station boxes, in Downtown and other older sections of the City, for the Red Line subway have largely retired, and the similar costly lessons learned back in the 80's have been largely lost, so no one appears to have properly budgeted and/or planned adequately for that contingency.
Now, that they are dropping the boring machines in those boxes, there will hopefully be less of that kind of expense and delays. I heard that the utilities replacement and consolidation when they put it all back together is now included in the revised budgets and the approved overruns..... We'll see, I guess........?
