I too thought the same thing before IP got the bid and took over but Roaring Camps proposal for operations out of the 5 or 6 other railroads that applied was the only one that stated only operating the Watsonville existing traffic and their Boardwalk operations. The rest of the railroad would not be maintained and no effort put into expanding the freight business.
To be honest Roaring Camp doesn't have enough equipment or staff to pull it off at the moment. Yes they could buy some or lease and hire more people but I don't think they have that kind of money around to do it. I would love to see them as the operator since they are local and the additional freight income would be good for them but I don't think they have the budget to invest in getting started.
