What he means is that DPU or Distributed Power Unit is not automated. All DPU is is a radio control multiple unit control. The helper engines are either set up to mimic the power and brake input of the lead loco, or the engineer can "put the fence up" and control the helper units power and dynamic brake independently of the lead power.
