Seattle City Light's Skagit River Railway connected with the Great Northern at Rockport. The cement for the construction of the dams came from the town of Concrete. Almost all the material to build the original Gorge Creek diversion dam, Diablo Dam, and Ross Dam all came in by rail as there was no road east of Newhalem until the rails were torn out in 1954.
