The Union Pacific has already indicated its hostility to an incremental approach. The point about Kopp is well taken but there is no way you are going to buck the political machine that runs California and get anything done.
A bleeding edge hsr is the only project that will sell in California. The mentality is pure Las Vegas, a clone on steroids of LA where you can hype the public with a monorail but they won't buy into light rail. They want "Jetsons"
If you followed the Chronicle article's line of reasoning about urban noise there would be no freeways in cities and airports would be located in remote rural areas. For surface mass transport to succeed it must go where the people are, which is thru the cities along the Route 99 corridor not along I-5.
