I know from being around other loco moves that the UP at least wants LOTS of very strong tie downs. As a shipper I would too--lots of things, unplanned things, can happen during shipment. I would think the prudent thing to do is to have the UP inspect the car before movement, since they will be the major railroad handling the load.
Interesting that the "other 19" didn't have the cab windows boarded up, and even the cab roof vent was wide open.
