But then we wouldn't need a sign to identify the the sign which is identifying the signal? This is inescapable: if an engineer doesn't know what the signals mean, and have a reasonably good idea of where they are, then how did he get qualified to begin with? No matter how you arrange the licensing paperwork and certifications, this is true all over the world.
