As it was told to me, the Florida incident was interesting in that it was almost covered-up. Since the Amtrak train entered the control point at the same time as the Tri-Rail train, the dispatcher had no idea of the stop signal violation. The system apparently could not differentiate between the occupancy of the control point. It just looked like the Tri Rail train entered the control point on its signal indication. For some reason, as you can see, the Tri Rail engineer decided to stop and remain in the control point while the Amtrak train shoved back (unprotected) past the red signal. Then when the Tri Rail train passed, the Amtrak train got its proceed signal and went on its merry way as if nothing happened. It probably was not planned, but just happened to work out that way. Neither crew turned in themselves or the other crew. A few days later, either Tri Rail or Amtrak received a complaint from a passenger about an abrupt stop and a crew member frantically running through the train. This caused managenent to download the videos and then all was displayed in full color. Both crews from both trains then were (rightly) relieved of service for successfully violating just about every rule in the book in a matter of minutes.
