Any refurb was doomed from the start. If the county was serious they would have kept the ROW at least as far as the existing depot. Who would want to arrive at a fancy place like the Monterey Peninsula in a Costco parking lot?!

Like a lot of this kind of project, it was shut down (or run down) too soon and now its too expensive to start over again.
