If there is a union, or no union, or which union it is, for SMART, will depend on applicable labor contracts, applicable state and federal laws regarding employee representation, applicable local policies, and the contractor or agency chosen to operate SMART. As is well known to the railroaders and informed rail fans on this site, there are about a hundred permutations to the operator, and labor representation question, almost no two of them the same.
There is no real or complete answer, as yet, because there's not even a project to build or operate, at this stage. If SMART passes, then the answer will come in the fullness of time, with plenty of transparency and public input, through a publc decision making process. Is this an issue which is to be yet another "red herring" to be used to influence voters in the SMART decision making proces? It wouldn't surprise me......
