One of the more interesting failures of the CHSRA fiasco, is that there has been almonst no real planning of the proposed operations, or phasing of startup and use. This "build it and they will come" political clusterf*ck, has never been able to explain very well who they will serve, how they will operate, what they will operate, or when they will begin operations, on this, or any of the proposed segments.
Just build something that can go really really fast, without regard to operational needs or passenger demand, and make it really really expensive to accomplish that "goal" would seem to be the primary design parameter.
So this project has been largely planned without much regard to designing it around credible demand forecasts, or any proposed operational scheme, necessary to meet that demand, like you would want to do, prior to constructing a credible and properly planned rail project.
Contrast this to the work done in Florida by the FEC, at much less cost and much greater competence, which is based on sound travel demand analysis, not political "visons" like Kopp's "folly".......
So, your guess as to what will happen, now that the funding is drying up, or what they will do with these costly "stranded" investments. In fact, you're far more optimistic than I am, that they will even reach as far as Bakersfield, before they run out of money....
