Ah those were the "good old" days when people could actually float ideas and get then into the pipeline. Back haul rates actually worked in some corridors. That is until "someone" decided that the back haul rates were ruining their particular line item revenue. From then on there was no such thing as back hual and everything became subject to head haul economics. Better to haul empties than loads. Besides empties were not subject to yard delay reports, ect.
