Yes, there were complaints. Yes, the judge issued orders. The DA apparently already called in the AG to avoid local conflicts. And there was a time issue: statute of limitations on the major charges was expiring today, so something had to be done immediately if prosecution was to be started.
Was the Lac Megantic arrest in the US or Canada? Laws and procedures may be different in Canada.
