In Oregon, seemingly not. There used to be a state law imposing a 20 minute limit, but a railroad (Union Pacific) fought a case against them and won on the grounds such a regulation violated federal supremacy - railroads are regulated by the Surface Transportation Board, not ODOT.

Queen Avenue, in Albany, was a hot spot, and at one time even had a large sign advising motorists to call ODOT to report violations. After the law was ruled illegal, the sign was taken down.
