I wouldn't be so quick to dismiss the noise concerns. At HSR speeds the aerodynamic noise completely dominates and the usual rules of thumb from light rail experience (regarding the effectivenesss of various mitigation options) no longer apply.
Few people (even fewer in the U.S.) have personally experienced the roar of a high speed train passing at 200 mph. And 'roar' is a careful word choice.

The EIR noise impact chapters from CHSRA are also an unvarnished look at the subject. In urban (loud) areas, 220 mph HSR produces a blighted (severely impacted) corridor about 500 feet wide. In rural (quiet) areas, the noise blight is closer to 2000 feet wide.
