The picture of #60 looks like it was taken outside of town. If it was on the mainline south of town, there would be third rail. Could it be on the line to the Chico airport, north of town? I believe the line to the airport was built during WWII; did it ever have electric power? There are people visible inside the car. Was this a "rare mileage" railfan excursion? If so, it would be fascinating to see a photo of it being towed out there.
