Well, actually there is a "need" for it to be located there in Cheyenne:

1) The Roundhouse sized for large articulated locomotives is still there (at least what is remaining of it).
2) The turntable large enough to turn even the 4000 class locomotives is still there.
3) What remains of the steal locomotive back shop is still there, with servicing pits and drop table, large enough to drop 80" diameter drive wheels.
4) Concerning the stupid weather comment, apparently you have never been to Cheyenne, WY.
