The #71 line was close to electrification - Willie Brown when he was in the Legislature had found the money for the project but Muni fumbled. Idem for the #38 Geary, Muni's busiest. The problem here is the Great @#$%& of broad gauge, BART, which wants to colonize the Geary corridor, supported by the Manhattanizers in SF.
Muni management seems to be in freefall, which is presumably why the BAAPCD in frustration fined them. I suspect some pet unions are involved here, which do not want to give up their time honored practice of idling the diesels for hours just like they do not want to give up the cozy little arrangement they have with the meter maids about parking on the streets around Presidio Yard. KRON 4 busted them on that little benny on People Behaving Badly.
Usually the air pollution people would just cave - they are mercilessly draconian with the little people but afraid of machine connected interests like the Muni unions. But there have been a lot of public complaints about the idling, especially I think at Kirkland Yard in the Wharf area.
I hope they get into a real brouhaha with Muni and Lee over diesel fumes.
