Not me.
You need many acres of relatively low value land on or adjacent to a major railroad, fairly close to major population centers. The low level of other economic activity in the area is good, as the residents can get some jobs and see the results of a little commercial activity. Your usual NIMBYs don't have much influence in an area like this. This area is largely between the forests to the west and the good acricultural land to the east; not really good for much. Perfect place for long term land fills, regardless of which state they are in. So two such facilities in this same general area seems logical to me.
