Nope.... if you want the root cause analysis, it is a deep rooted culture that doesn’t require on time performance. I know it pisses the union guys off to hear it.... but the problem is culture. Long distance or short distance, ten miles or 1000 the issue is culture. The unionized culture of the American Railway System. Think about it.... who could fix the on time problem? The workers? Government? Both... controlled by unions. So ultimately, if you want on time performance you need an on time mentality. If you want an on time mentality you need a culture that prevails in that direction.... we have neither and there will not and can not achieve an on time reputation. Pure and simple.
