No way would the cable car be extended to Fillmore. Cable car routes will not change. They are the most costly routes on Muni, both in terms of operating expense and damage claims. The super high fare is probably justified at Muni by the extremely high cost of operating cable cars.

The trolley bus for a Steiner Street block seems to be the easy way to combine the old #1 with the old #55. Transition inbound from California to Sacramento: pick a street; Steiner is the one. Using California made more sense than a bus and new wire along Sacramento between Presidio and Steiner. Nobody in their right mind would think about extending the Cal cable from Van Ness to Fillmore. This is 2017 after all.
