I sell and lease industrial facilities along the US/Mexico border, primarily in Tijuana and have been following the Punta Colonet project. What I have inferred from reading articles and discussion boards is the US rail connection has not yet been decided. 2009 is when the bidding and decisions will be made. The current contendors for the US/Mexico rail crossing are: Calexico, El Paso, Yuma, and Nogales. Union Pacific was initially anticipating heavy involvement in the project utilizing the Yuma crossing and their Sunset line however, has back out to the involvement level of "advisor" due to local and government resistance.
In terms of the rail route the main obstacle is the mountain range traversing Baja and a direct diagonal route seems unlikely. What most likely will occure is the establishment of a rail stop in Tecate and then a straight route to either of the 4 Southwest cities above.
If anyone can tell me more updated "asssumptions" of the rail line please respond.
