They would; Northeastern Ohio is pretty desperate for any employment beyond minimum wage. People move away.
An exaggeration, but imagine how much extra capacity those self-driving cars would require if everyone used them.
Cleveland did a BART before BART, in the '50's with standard gauge OC, the right way. Columbus, the state capital vampire,au contraire, ripped out its streetcars and its trolley coaches and has just stalled on rail transit.
