As far as the FRA is concerned that is true. I'm sure the RR has listed 79mph as their speed limit and that is what governs, not 79.1 or 79.9 or what ever. It is 79.0. The exact wording from the FRA is: ". . .where any train is permitted to operate at a speed of 80 or more miles per hour, an automatic cab signal, automatic train stop, or automatic train control system complying with the provisions of this part shall be installed,. . ."
This is lifted directly from the FRA website PDF document. It has been modified to address PTC but this is pre-2015 wording.
The way all this works is that the FRA writes rules and the railroads interpret those rules and write operating rules that employees follow. There for the FRA can say what I've quoted above and the RR can simply make a rule saying 79mph. Or 75mph as my division once had for passenger speeds.
