BP is Brian Peoples. The RTC sent out a RFP package to anyone who had expressed interest in the branch line over the last year. He actually called around and asked rail operators to partner with him. He offered to give them the freight business in Watsonville if they would abandon the rest of the rail line west of Lee Road.
