I am no friend of BP but if you take away the foam and look at it from a purely business, money making aspect this proposal makes the most sense.
Why maintain miles of track when there is not enough traffic to justify the cost?

Okay now all the foamers will say there is freight traffic they just have not tried hard enough to find shippers. (Same applies to the NWP) An occasional load to a lumber yard won't cover the cost to maintain the track.
You probably won't see to many interested qualified parties bidding.
