Growing up and going to school in San Francisco and the peninsula I remember watching at least two or three programs on the incident. From memory this is what I recall happened.
1. The U.S. Navy was loading ammunition one or (or several) ships for combat outfits in the Pacific.
2. The majority of the navy workers were African-Americans lead by their white commanding officers, which was the norm as the time.
3. I don't remember exactly if the government could positively say what caused the explosion, but the one I recall they said most credible was a general regard of safety protocol. Either someone was smoking and somehow a small trash fire started at a dangerous spot, or there was a lot of pressure to get the ship(s) loaded quickly that something like a bomb falling off a pallet and striking the ground caused it.They did say the officers were pushing the men to move faster than they should have. I remember the government had to go by witnesses who were working there but were away from the site before the explosion since anyone near it was killed.
