In the article it says they are applying for a state grant that they hope will be a backstop for the Larkspur work, in the event Trump decides to make a deal and say "You're fired" to the 20mill they've been promised.

Trump didn't pay a lot of his vendors at various projects. I think this is the idea behind his art of the deal. Don't come through on your end, renegotiate, take the little guy to court, and then have affairs with adult actresses while you wife is pregnant with your first child with her.
