All federal government agencies could continue to operate during a so called shut down on reserve accounts that contain sufficient funds to operate the agency for six months to a year. I worked for one such agency, and it is a requirement of the budgeting process. Politicians encourage "non-essential" agencies to shut down purely for political reasons.
All government employees should get back pay for the time lost during a so called shut down.
If they don't, they should complain to their boss, as they are supposed to. Amtrak, USPS, law enforcement, military will happen no matter what. Don't panic, cry or whimper, you will still be required to obey laws, and pay taxes.
