When the NTSB issues a final report, it should contain all of the information, on all of the conditions, including signal indications, that they should have been operating under, and what they were actually doing, prior to the point of the accident. I haven't seen very much detail on any of that in the interim releases, or what has been forwarded to, or posted here.
