The elite who own and run California don't want your first world rail system anywhere near them. They are the quintessential "NIMBY's".

And not defending them but look at what PB and Tutor have wrought so far. If you insist on the backwoods freight route known as Palmdale-Tehachapi at least dumb it down to freight standards and replace the ancient Loop line.
