And exactly who will pay for passenger rail
in Santa Cruz County? They don't have the
tax base to do much and the CA Coastal Commission
doesn't think its job is to comment on such an
obvious constraint.

Conclusion: the RTC is going to spend tons of $$
wasting the public's time and attention. Meanwhile
the row "resource" will become more depleted.

That is, unless they can convince voters to pony
up the funds via a tax measure.
