This article from a couple years ago now identifies Toby Van Altvorst as the then president and owner of Western Washington Railroad:

Toby now manages the Goose Lake Railway.

As for motive power, it had been for several years that black SW-7, I think it came off of the copper smelters in Arizona. A year or two back they bought two of the old Simpson SW-1200s. I think the former Coos Bay Rail Link might be a new arrival, last I knew I think it had been on the Yakima Central. But I could be wrong about that.
