The Gentleman is correct. We have done such a good job in California that now transportation is the greatest emitter of greenhouse gas. To reduce emissions from transportation is going to require improved auto efficiency and more electric vehicles of all kinds, including trains. The federal government hasn't helped but technology marches on. Solar power is cheaper every year and batteries are improving too. There have been several breakthroughs recently and the California requirement that utilities increase their energy storage is creating a larger market.

Energy storage doesn't have to be batteries, pumped hydro and compressed air are possibilities, but both have minimum size requirements to be practical.
