Oil burning does effect the locomotive operation some; it can unevenly heat the firebox sheets and it can create more rapid temperature changes. This means the fireman has to be somewhat more conscious of the upcoming steam demands (or lack thereof)so as to not put "undue" stress on the boiler.
Not that it can't be done, I'm just saying that it is a more complex problem than some realize. It also usually means that boiler work has to be done more frequently.
However, given the current public feelings towards coal as a fuel source, even without the fire issue, it is probably something that will have to be considered. Good coal is becoming harder to acquire, and the price is rising.
I grew up in oil fire territory, and I am still amazed at the different "atmosphere" in a coal fired cab in comparison.
