Trust me, locomotives in Central and South America have been looked in to by several entities over the course of decades, most recently in the last few years. The politics and the sheer risky nature of making a deal in Latin America makes it unpalatable to most. Sammy King was the last person successful in getting anything out of CA with the two tenders for Sumpter Valley.
The realization that significant money can change hands but then there's absolutely no guarantee that you won't get "hijacked" by either the government or private "pirates" before you can get anything out of the country makes it too risky. The D&S and others have explored acquiring both steam and diesel locos out of Columbia with no luck. $150k for a diesel loco complete but in "dismantled" condition located in a "dangerous" area where you can't go look at them before you purchase is not a deal anyone has wanted try yet.
