Coke from Richmond to Geneva Steel.
Inbound coke was transloaded from ship to rail at Levin-Richmond Terminal, then 23-car (usually) cuts were moved by their railroad to the 23rd Street Yard in Richmond for interchange to SP. An SP yard job from East Oakland would gather it all up (typically 92 cars), drag it over the "hill" to Stege, then shove it down the Water Side Drill (a.k.a, One Track) west of CP Stege. A pool crew would come light out of West Oakland, pick up the loads, and head east on the Cal P.
My fuzzy recollection is that the symbol was RIGVC, but Wes Fox would know for certain.
