Another thought on steel poles

Some transit properties include rolled steel collars on their poles.

About a foot above grade originally, and more recently to about three feet above sidewalk grade.

The addition height above grade made it virtually impossible for commercial vehicles to bring down the traffic signals, signs and trolley systems.
Sure took care of THAT problem.
