You make a good point about how important it is for any museum to own the land it sits on. However, there are quite a number of examples of people who had operating trains on property they actually owned who had to stop operating because the county or city decided --for unknown reasons - that the person was supposedly violating some code or rule by running their train(s). And it does not matter at all how long anyone has owned their property.
One example from northern California is the former Silver Bend operation near Sacramento. The prperty has been in the family for a long, long time, and was even a popular site for weddings, yet, for some reason I do not know, the country claimed the owner was violating come code or other, and the place had to shut down,. They had several small standard-gauge steam locomotives, and the place was quite popular.
I have read about other operations where people owned the property they ran trains on, but that did not stop the county -- or other government agency -- for whatever reasons, from shutting down the operation.
And very, very few museums have the funds needed to buy land - IF it is even for sale.
We all do what we can with the very limited resources we have.
What has happened to the Indiana Transportation Museum is heartbreaking. But at least,some of their equipment is being saved.
