Yes. It would have certainly applied the brakes in time to have significantly reduced the severity with even basic ATS. With the more sophisticated systems it would have likely warned him and if he didn't take rapid action, plugged him, for going over speed and not responding to the yellow he was operating under approaching the red. Full PTC on the heavier tonnage downgrade UP freight would have warned him much earlier, too, and initiated a response. All of these would have reduced significantly the liklihood, and or the severity of this incident, from all the indications.
