Bob2, I have to disagree with you on your claim that there is "factionalism coming from both organizations" (TRAC & Railpac).
I attend most meetings of TRAC & Railpac, at least those in Southern California, and I've never seen or heard any "factionalism".
Railpac is always having meetings on various rail projects, i.e. 2 in Santa Barbara, 2 in Palm Springs, Fresno, Bakerfield etc. There alwayd have a work program and task forces that work on passenger rail issues. They seem to have a positive attitude and I've never heard them speak evil of anny other rail group or advocate.
As to TRAC they don't seem to have as many meetings, and seem to focus to much time on being against various rail projects. At their last meeting last year seemed to be all about what was wrong with High Speed Rail.
I belong to both groups and will continue to attend their meetings even though I think TRAC could brighten up a little.
