No rhyme of reason in most cases... Sometimes the lead unit is determined by "it's facing the right way." I've worked Hostler jobs(not diesel service) and we chose what power went were based on what was easiest for us. You might have 4 units for an eastbound train and the west most unit is the only one facing east, it's a C40-8W and the the other three are ES44DC's... well, tough, Chuck, the -8's going to be the leader...
