Warm Springs and Milpitas Subdivisions

I am curious to know what the current status of the Warm Springs and Milpitas Subdivisions are between Fremont and San Jose. My understanding is that the Milpitas Subdivision is inactive and is planned to be the BART corridor to downtown San Jose, while the Warm Springs Subdivision is a secondary line, with most rail traffic using the Coast Subdivision.
