Prado River? I think you mean Salinas River. Monterey branch ends in Costco parking lot in Seaside and is cut off from UP mainline at Castroville. Entire branch needs to be rebuilt at cost estimated to be $38 mil some years back and bridge needs to be seismically retrofitted. And you can be sure the CA Coastal commission will not be agreeable to adding a second track.
