I was at one of the outer stations of the BART system and asked the station agent where the nearest toilet could be found. He pointed to the door opposite. Yes, the above ground stations generally have open facilities. It is the underground stations that had them closed after 9/11 and that is how they remain. I hadn't realized that those in most above ground station were open until then.
