above and under are slippery. The Ashby station--under Adleine but w/ access and parking at fare control level has open bathrooms except on weekends when the flea market is happening.
Balboa Park again is under one street but the exit via the Muni streetcar boarding area is level so that bathroom is sometimes open, sometimes closed in my experience.
